The GOL Program (Garanzia di Occupabilità dei Lavoratori, or “Guarantee of Employability for Workers”) is a key component of Italy’s National Recovery and Resilience Plan (PNRR). The objective is to help people, especially those in vulnerable situations, re-enter the labour market through personalized support and targeted training. This includes unemployed adults, people receiving income support, working poor, NEETs, women returning to work, individuals with disabilities, and migrants. The program is designed to connect social services, training providers, and employment centres in a more coordinated and inclusive system.
For a network of training providers like Scuola Centrale Formazione, the GOL Program presents both a challenge and an opportunity. Many of the learners we support fall into the most vulnerable categories. Here, it becomes clear that before reskilling can begin, individuals often need to build or strengthen basic competences, especially digital competences, to fully participate in both society and the job market.
As we continue working within the GOL framework, our aim at SCF is to make sure that every training pathway is truly personalized, starting from the real needs and potential of each individual - especially those who are too often left behind.
By embedding DigComp into our educational approach, we not only respond to the immediate needs of the GOL Program but also invest in the long-term empowerment of vulnerable adults. It is not just about teaching digital skills, it’s about building confidence, autonomy, and equal opportunities in a rapidly evolving world.
